This plugin have a lot of functions, some of then are disabled by default because it don't fit in most of the servers, so please, before creating a ticket make sure you have read those pages above.

- I have Multiverse-Inventories and if i tested it I wasn't OP!

This is not bug.
Do you ever read? it already explained that "Use the multiverse inventories manager!"

got to multiverse inventories config.yml file and change below value to true and enjoy
