I constructed a nether portal. It worked as expected. Later, when I approached it, the visuals -- nether portal swirl and particles -- disappeared. They reappeared when I backed away. The portal transported me to the world_city_nether, but it's incongruous not to have the visual reinforcement.

The server has plenty of other nether portals, which do not suffer from this defect. So I think it is related to CityWorld. But Factions is also a possible contributor.

The visuals disappear when I get within two blocks of the portal, and reappear when I back away, at four blocks distant.

When I reboot the server, the visuals are present. When I go through the portal and return, the visuals are gone.
