v0.1: Initial version of the CityWorld world generator (now with correct name/version, I hope)

As the description says, this is an early port of my old WorldEdit Fab script. Right now buildings and roads are created but everything is pretty sterile, the color (and stairs) are coming back in the next release.

Lots of misc buildings, but no color or variablity. More to come over the next few weeks. See my old Fab script to see where this is heading.
