Adds Commands: /npccape <npcuid> <skinurl> (Plan to remove the need for the NPCUID and use your selected NPC in the future) Adds Permission Node citizenskins.setnpccape

Death may cause skins not to show, I believe this is a spout error. Reconnecting Fixes this.
