This is a very simple way to handle griefers. It allows Player's to buy specific Chunks in the World so only they (and admins) can build there. Admins can limit how many Chunks each player can own, and Players can add Co-owners to allow them building rights.

Too mark the chunks, you could send fake blocks, so people will know which blocks they actually buy.
So the "next version" of this plugin won't be compatible ? ;(

To mark the area you could send the player fake blocks, so the actual terrain won't be touched.

I may be making an entirely new land owning plugin that is more user friendly and allows renting. I just wanted to make something first that didn't require outlining the land, just one command and it gives you a piece of land. I do like your idea for the tool that shows you the boundaries.

It most likely conflicts, if you buy towny land that someone else owns then neither of you would be able to build on it. I'll see if towny has an API.

Send fake blocks for the player to mark the boundarys of a chunk
This depends on players knowing what a "chunk" is and doing the math on world coordinates to figure out where a chunk's boundaries are before buying it. Is there any way you could make this easier for players? For example, maybe if they right-click the ground with a special tool in hand, some signs temporarily appear at the corners of the chunk, and a message tells them whether or not the chunk is for sale?
Also, a side effect will be that lots of builds will line up exactly on chunk boundaries, which may give your world a very odd grid layout where lots of walls are colinear. For inspiration, consider for example the Precious Stones approach (it's running on the server at Minecarts.com). It still carries the economy aspect, while being more flexible and (I think) easier for players to use because it doesn't involve coordinate awareness and coordinate math (and fewer commands).
Does this conflicts with Towny, that is, if the land is Towny owned, can ChunkOwn buy the land and build on it?
If yes, can it be fixed so it recognizes Towny and only allow owning chunks in the wilderness? :)
Does the land also have a rent system in or just simple buy/sell?
