0.2 Alpha Release

• Added dynamic server motd; config.yml has changed.
• Added chainworld.admin permission which makes a user essentially immune to the plugin.
• Better method of determining the server IP for email notifications.
• Fixed /cwquit not cleaning house.

Dynamic MOTD has issues with very short remaining lease time. Will seem like there isn't a queue when there is.

Falling through the world problem persists.
