Added support for Nations when using Towny, this can be enabled in the config by setting "usenations" to 'true'
Fixed a bug where colors with an underscore are not parsed correctly and produce something like "null..." in console
Added the option to enable or disable Neutral players from using the portal. Neutral players either have the .neutral permission node or are not part of a town/clan/etc.
