i expect it to let them build it doesnt

it does not let them build when they are it and yes i did set the proper positions im doing it the same way i did it in an older version

This sounds like a permissions issue. If your using World Guard check the build flag. Also look into : Essentials anti-build, Permissions ex, etc.
