Describe to us the issue that you're having:

I am running a server using bPermissions. I believe I have my permission levels set up correctly. For some unknown reason, players who are not allowed to fly can after they relog.

After noticing other players doing this on my server, I tried this myself with a player account that is not opt. When I first tried to fly, the server said, "You do not have access to that command." I then immediately logged off then back on. Then the server accepted the fly command. I am not using any mods whatsoever with the character.

Which steps will reproduce this problem?:
1) first type /fly
2) exit the server then enter server again
3) type /fly again.....and you fly
....

Do you have an error log of what happened?

The log does not show this as an error

I'm using v.2.10.5

Which OS?

I am using a Windows 07, but the server is hosted online.
