Bukkit

This update is a slight modification of the last one.

It is meant to address a couple bugs which users have been experiencing with the head reward system.

• Heads should now correctly be rewarded to the person who set the bounty
• Suicide no longer procs a bounty reward
• Double-reward scenarios should be gone in most situations (this problem is actually a bit complicated, so please report any instances of double-rewards that you encounter and give specific details of of the situation)
