Updated to CB 1.3.1-R1.0

-Fixed Lava problem where players could place stationary lava blocks.

-Added new 1.3 blocks for block placing (bp.) and block breaking (bb.)

-Started permissions such as bp.1 , bp.2 for using block IDs rather than names for permissions. Not sure if this will be useful so I may finish them or remove them.
