-Added Ability to only grant players interests when online ( config: onlyonlinexp, onlyonlinemoney)

Planed Features:
 - Make the use of %Balance possible in every message
 - Add another possibility to decide, which player should get interests (Permissions?!)
- Add Custom-ScrollingSigns
- Add a better BalanceSign (for players etc)

If you want me to add other features open a ticket pls!

Current KNOWN Bugs:
- XP-Banks and their interests are still buggy sometimes
- Reloading the config is not working... (It resets the config xD)
- ScrollingSigns are not working (Bukkit-Bug)
