Message on join has been edited to only be broadcasted on a player's first joining.
Fixed the teleporting time bug which was in ticks (now in seconds).

Config now loads properly, as it was not loading before... lol

Forgot to set something in the default config, which was the teleport cancel message xD. Yes it is configurable I just left it out on accident! haha sorry
