/aieclear clears lore everything below "Effects:" tag (anything above "Effects:" tag will not be deleted, which enchantments should not be deleted I believe). I made this plugin so that it doesn't interfere with other plugins that deal with potion or particle effects unless other plugins remove all effects before checking players' attributes. (Actually, I take that back. You may want to test two plugins before taking my words.)
Note that this is still beta. Your idea is good, but for right now, there are other things to fix and add. I have school, so it's not easy for me to update this plugin constantly.
Changing that would only take me few seconds, but firstly, I think it's good for me to learn how to make user config files so that users can change where effects are to be shown. (This is my first plugin..)
The effect is appearing down in the ground or at my feet, if the effect would appear around the middle of my character then that would be fantastic. overall, great plugin!!
If I already have a enchanted items like lets say from MythicDrops and I apply a effect to it, will it delete the previous enchantments and lore?
Also, is there a way to make it that it activates when hitting something, like HEAL on a sword, s when you hit someone it's like life leech and you get healed? If so this plugin would be endless and just the plugin my server needs.

I will most likely add inventory effects, and add when time allows. For your other recommendations, I will take that into a consideration.

Does this give potion effects for just an individual item, or for all items of the same type/ID? I think it would be rather neat if you could make a config file that allows all items of a certain ID AND damage value to give off a certain effect, or effects.
I also think you should add configurability on whether the item applies its effects on holding/equipping, or just simply being in your inventory.
i found a bug:
When i put smoke or other effect in one item in my hand, and i save the item in the inventory, the effect keep in the player

Would be nice if armor still applied the effect if it was being worn.
