This project is abandoned and its default file will likely not work with the most recent version of Minecraft. Whether this project is out of date or its author has marked it as abandoned, this project is no longer maintained.
UniqueAgain - Keep your server safe until you're ready to update!
UniqueAgain is a type of whitelisting plugin that allows anyone to join your server for the first time, and any time after. Unless... They've changed their username. That's right! UniqueAgain will kick anyone from your server who changes their name.
This is done simply by writing the UUIDs and usernames of any player when they first join your server (with this plugin enabled), and kicking them if the username doesn't match the UUID! This is EXTREMELY useful to those server owners who aren't quite ready for the update, and want to ensure that players aren't taking advantage of the recent name-change implemented by Mojang.
The UUID is logged, as a long series of numbers and letters, followed by the username that is registered to that UUID, which can be any letters, numbers, or underscores between 3 and 16 characters.
IIRC the minimum namelength is 2 chars (unless they've changed this).
I think you misunderstood the point of this plugin. It's specifically for players who don't wish to upgrade their servers, and therefore couldn't benefit from something like what you posted. It will keep their servers safe for as long as they keep it active.

For one, I have no idea what point you're trying to make.
For two, it says in that quote that the minimum namelength is between 3-16 characters. So... you're wrong?

No, the username is a minimum of 3 characters. Feel free to look it up. It hasn't changed since Minecraft was created.
