Metrics and Notify
TownyAntiGrief v2.2.x and above now utilize plugin metrics and a dev notify class. To disable Metrics you can opt out inside PluginMetrics, to disable the dev enhanced debug you can change notifyOnDevConnect to false and allowDevInfo to false. Disabling these will void on-server help.

Just tested the shift+right click using a flint and steel. The itemuse perm flag denies it.
Modded items should be put into the towny config's item use list.
This looks like a neat plugin though, for recording damage done in land which didn't have the proper protections enabled.

This plugin is more geared towards Tekkit and FTB servers, and its there to provide people with more options than a default cancellation
Shift + action is overriding Towny protection? If yes, better will be pull request for Towny instead of another plugin fixing it.
