Thom Meow is a good plugin for admins where they can send random spam to other players!

NOTE
The first line is what it says if there is too many arguments or if there is not enough arguments!
The last line shows that the meow was sent successfully (to the player who executed the meowing)!
The middle 6 is the message the person who was meowed got in chat!
