31 - How about WorldGuard?

You should add WorldGuard-protection as a condition, so only if a block/player/whatever is in a region of WorldGuard it'll effect the changed thing.
Would make it easier to have only a few blocks/small area that does certain things.

    WorldGuard/Factions/Permissions/etc. support is on my to-do list already and I want to implement these soon, but I have some more important issues currently.
