rscMessages
This is a simple plugin with intuitive commands and permissions which allows to create message lists and broadcast them to players. It stores all data in two MySQL tables so several servers can safety use the same message lists.

You know, I've never used json text at all. So I can't answer this question. This may or may not working. If this is not problem for you, please test it and let me know. The problem can be hidden in the maximum text length in MySQL (I use VARCHAR(255)). But I suppose that this can be easily converted into TEXT or MEDIUMTEXT, for example.
Sorry, but I will not use file storage. Storing data in MySQL was the main reason for me to write this plugin.

I must say that I never used this plugin. I´m happy with AutoMessages a long time. It for example supports raw JSON text I can`t find in your description -> possible extension? but AutoMessage destroy the formatting of messages that`s pretty uncool. Looks like you only support database-saving of messages. I prefer a single text-data to easily change messages via editor. A last thing is support for UTF-8 symbols but I think with database that`s already working.
To put all in a nutshell I wish for a plugin where I can store all my messages in a single file and easyly change them via Notepad or vim.

It seems intuitive, and I like all the command options :)
I am currently using another plugin for announcements, but I might start using rscMessages as a supplement.
