Control who can teleport and who can be teleported to
Commands + Permissions | Example server
Summary
- Allows you to teleport only when both players have the correct permissions.
- This allows you, amongst other things, to have a world that people cannot teleport to (but can teleport from).
- Override and silent permissions are also available.
Features
- Teleport to players (optionally silently)
- Ability to refuse incoming teleports via permissions
- Fully permissions based
- Messages are fully customisable
- Aliases: Use /rtp, /restrictedteleport, /teleport, /to, /tp, or /warpto
Example
- Creative players have teleport and beteleportedto permissions
- Survival players have only teleport permissions
- Admins have override permissions
- XrayHunter has override and silent permissions
- Creative players can teleport to other Creative players, but not Survival players.
- Survival players can teleport to Creative players, but not other Survival players.
- Admins can teleport to both Creative and Survival players.
- XrayHunter can teleport to both Creative and Survival players, without them being told.

http://dev.bukkit.org/bukkit-plugins/booscooldowns/ is a useful plugin if you'd like cooldowns. I'd prefer not to duplicate the functionality if it's not necessary.
I think the second point, if I understand you correctly, is already possible with the plugin: Give teleport and beteleported to permissions to everyone in 1 world, then give override permissions to the players that you'd like to be able to teleport to anyone.

I'm only missing two things:
- cooldown-timer to prevent teleport-spam
- set/limit which players/ranks can teleport across worlds
(i.e. allow certain ranks to only teleport to players that are in the same/current world, and allow other ranks to teleport to players regardless of the world they are in)
Hopefully you'll (consider) add(ing) this! :-) +1
