1. As you know weather occurs throughout the entire world
2. Different weather occurs in different biome
   • It only snows in snow biome, it never rains
   • It only rains in other biomes and never snows
     
     

How It Applies

If you set the world into a town where it is snowing, it will only snow in the snow biome, and rain in every other biome.
