This plugin removes rain.
/rain on (normal minecraft weather)
/rain off (never rains)
permissions: rain.set (allows access to /rain)
--config--
enabled: true or false
false = rain
true = no rain
It is really that simple. Made for bukkit 1.8. May be compatible with 1.7.10, haven't tested.

I would love to, but I lost the source code in a hard drive failure. If I still had it, I would just need to recompile it using the correct API (1.7.2).
But now, I would have to recreate the entire plugin from scratch. Admittedly, that wouldn't be difficult, so I might do it if I have some spare time. I can't make any promises.
Have you tried running the current version on a 1.7.2 server? Backwards compatibility is a bit trickier than forwards compatibility, so it probably won't work, but it is definitely worth a shot. It isn't a very complex plugin, and nothing weather-related really changed between 1.7.2 and 1.8. There is a chance it could work. Worst thing that could happen is that it doesn't work.
Let me know how that goes if you try it, and I'll get back to you if I recreate the plugin.
