144 - PermissionsBukkit not loading config.yml

What steps will reproduce the problem?
1. Add permissions nodes to group: admin on PermissionsBukkit config.yml
2. Add user DuncanD to group: admin  on PermissionsBukkit config.yml
3. Start server.
4. Try to use command given to group: admin without being an op. (/time set)
5. Admin only gets the default Bukkit commands, I.E. /tell /me

What is the expected output? What do you see instead?

Expected output: "Correct usage is /time set
Actual output: "You don't have permissions"

What version of the product are you using?

1.6

Do you have an error log of what happened?

Nothing showed up in the server log.

Please provide any additional information below.

When I try to manually add permissions, it says "There is no group admin" even when I use the default config.yml
When I try to list groups, it returns "An internal error occurred, ect."

Appreciate help, as soon as possible.
