HelpOP is a plugin to help your players message online staff for help!
Commands:
/helpop <message> - Messages online staff <message>. It clearly states who the message is from.
Permissions:
helpop.receive - Lets player see messages sent in /helpop.

You should have a permission that allows players to send messages to online staff, but other than that, I think your plugin is good and easy to use.
