EyeOnYou
This plugin was created on request from the Bukkit forum.
This plugin is a simple but powerful watchlist plugin for Bukkit/Spigot (usable with every 1.8 version, tested up to 1.8.8 currently).
Players can be added to the watchlist and a notification will be shown when they join or leave the server. This notification is only shown in the chat currently, but more notification types (sound, pop-up) are following soon.
Commands: /watchlist - Show the current version that is used on the server. Permission: watchlist.version /watchlist add <player> <reason> - Adds the player with the name <player> to the watchlist (if this player is online) with the reason <reason>. Permission: watchlist.add /watchlist delete <player> - Deletes the player with the name <player> from the watchlist (if this player is on the list). Permission: watchlist.delete /watchlist info <player> - Show info of the player with the name <player> from the watchlist (if this player is on the list). Permission: watchlist.info /watchlist reload - Reloads the configuration file and the watchlist (without reloading the whole server). Permission: watchlist.reload
Other permissions: watchlist.notify - Every user with this permission will get the notification when a player who is on the watchlist joins or leaves the server.
Every message can be customized in the config.yml (for explanations see the default configuration that is generated when enabling the plugin for the first time).
The watchlist is stored in the JSON format in the watchlist.json file.

This is a great tool. Only suggestion I would make would be to add a command to list out all people logged in to the server who are on the watchlist. It would be useful for those of us that join the server later and weren't on to see the messages earlier.
And that is what a watchlist plugin does at all. It is powerful as it does this very well and quite efficiently, is easy to use, and highly customizable. And more features might be added on request.
How is this a powerful plugin? All it does is tell you that someone joined the server.
