57 - Path Filters Not Working

What steps will reproduce the problem?
1. Create a path filter
2. Save config
3. Restart server

What is the expected output? What do you see instead?
Expecting to see messages matching the regex to be ignored, but I still see them.

What version of the product are you using?
CraftIRC v3.9.4

Do you have an error log of what happened?
Nope, no errors.

Please provide any additional information below.
I doubt this is a bug, It's most likely that I am doing something/setting it up wrong or I'm misunderstanding what it is supposed to be doing.
But basically I'm trying to add a path filter that ignores messages that contain "?text". I have another bot in the irc channel that responds to those kinds of messages and I'd like the user's trigger messages to not show up in-game.

Here's how I have a path set up in the config:

  - source: 'channel-global'
    target: 'minecraft'
    filters:
      - message: '^\?[^ ]+'
    formatting:
      chat: '%blue%(IRC)%foreground%%sender%:%grey% %message%'
    attributes:
      join: false
      nick: false
      quit: false

The path and it's formatting and attribute settings all work just fine. It just doesn't seem to filter anything.
