What steps will reproduce the problem?
1. By placing spawner in high height and changing spawner type with Essentials command /spawner [mobtype] and then putting some water that mobs wouldn't die for height. So you bypass surroundChunks limit. My suggestion would be mob spawnining cooldown for 1 mob spawner or something similiar. Or explain me what am I doing wrong. Btw my config is default.
